The Civic Education Ukraine Project (CEP) was a 2m Euro project funded by the European Union
At the project’s final conference on 8 February 2008 in Kyiv, attended by 250 delegates from all over Ukraine, Deputy Education Minister Pavlo Polyanskyi presented awards to three international and national experts for their exceptional contributions to the project, including one to David Royle (International Team Leader from Cambridge Education UK), on behalf of the Ministry of Education and Science of Ukraine.

The original objective of the three-year project was to develop a national curriculum for Civic Education and related training programmes. This was modified in discussion with the Ministry to one of raising the awareness of all subject teachers and to provide training and guidance in how they can contribute to the development of civic education competencies, including appropriate skills, attitudes and values. In addition, the project used an inclusive approach to ensure that the needs and interest of all students and teachers in all types of schools were addressed, including students with special educational needs. The project was implemented in four pilot oblasts in Kyiv and the west and south of Ukraine in 110 pilot schools.
The two main outputs of the project, the Teacher Training Guide and Teacher’s Resource Manual (both approved by the Ministry) were presented at the conference. Four teacher training programmes or modules were also developed and piloted and six project and teacher association websites and an online tecahers’ forum
